Cleveland Allen, Attorney-at-Law

Chief Executive Officer, Casino Gaming Commission (CGC)

Biography

Cleveland Allen is an accomplished Attorney-at-Law, admitted to practice in both Jamaica and Barbados, with specialized expertise in regulatory governance, commercial law, and gaming law. As Chief Executive Officer of the Casino Gaming Commission (CGC), he is responsible for leading the development and regulatory oversight of Jamaica’s casino gaming sector, with a focus on promoting compliance, transparency, and sustainable industry growth.


Mr. Allen has held several senior positions within Jamaica’s regulatory landscape, including Legal Officer and Commission Secretary at the CGC and Senior Legal Officer at the Betting, Gaming and Lotteries Commission. His extensive experience in legal affairs, institutional policy development, and public sector administration has been instrumental in shaping Jamaica’s evolving casino gaming regulatory framework.


In addition to his role at the CGC, Mr. Allen has served since 2021 as Chairman of the Board of Directors for SCJ Holdings Limited, where he provides strategic governance and oversight in support of the company’s national mandate for land development and agricultural enterprise. He is also a member of the Board of Trustees of the International Association of Gaming Regulators (IAGR), where he collaborates with global peers to advance best practices and innovation in gaming regulation.


His leadership is grounded in a strong commitment to integrity, good governance, and results-oriented public service.

Anna Harry

General Counsel and Corporate Secretary

Biography

Anna Harry is a Legal and Governance Strategist who has practised law in Jamaica for over 15 years. She is passionate about leveraging governance as an enabler of strategy and sustainability in both the public and private sectors.

 

Having attended the Hampton School, she obtained a Bachelor of Laws degree (First Class Honours) from the Faculty of Law of the University of the West Indies, and the Certificate of Legal Education from the Normal Manley Law School. Her areas of practice have spanned intellectual property, family law, personal injury and fatal accident litigation, and corporate and commercial law.

 

She is also a graduate of the UK’s Chartered Governance Institute and has in recent years directed her passion for corporate governance in support of the work of the Corporate Governance Committee of the Private Sector Organisation of Jamaica (PSOJ), serving as a seminal member of the sub-Committee responsible for revising and launching the Jamaica Corporate Governance Code, 2021. Ms. Harry is also a member of the Jamaica Bar Association.

Damion McKenzie

Director of Enforcement and Investigations

Biography

Damion McKenzie is a seasoned professional with a robust background in investigations, compliance, and risk management. He leverages his diverse experience in Anti-Money Laundering (AML) investigations, background checks, and operational compliance to lead the efforts in maintaining regulatory standards across the gaming industry.

 

With over six years of experience in the gaming industry, Damion’s keen strategic thinking, coupled with his extensive training in investigative techniques, allows him to implement effective measures that enhance both enforcement and organizational efficiency.

 

Damion holds a Bachelor of Business Administration from the University of Technology, Jamaica, and a Bachelor of Laws from the University of London. His academic foundation, paired with certification such as Certified Anti-Money Laundering Specialist (CAMS), equips him with the technical knowledge required to oversee the regulation and supervision of the gaming industry and ensure compliance with both local and international standards.

 

Damion’s previous role as an Investigator with Jamaica’s Betting, Gaming & Lotteries Commission, allowed him to hone his skills in conducting enhanced due diligence, intelligence gathering, and joint collaborations with key enforcement agencies which has led to considerable reduction in illegitimate gaming activities and improved the compliance landscape.

 

Damion has been previously employed in the Shipping and Transportation Industry both locally and internationally, which further refines his approach to working within globalized industries.

Damion’s commitment to excellence, comprehensive training, and proven success in reducing gaming violations positions him as an exemplary leader in regulatory enforcement.

 

Vivia Levy Richards

Director of Finance and Administration

Biography

Vivia Levy-Richards is a fellow of the Association of Chartered Certified Accountants (ACCA) UK and the Institute of Chartered Accountants of Jamaica (ICAJ). She is also a graduate of the University of South Wales, having obtained a Master of Business Administration degree from that institution.

 

Mrs. Richards has over 15 years’ experience in various accounting roles involving financial accounting, and internal and external audits. She has served in both the public and private sectors at senior and managerial levels.

Amoi Patrick-Tucker

Executive Assistant

Biography

Amoi Patrick-Tucker is a Certified Professional Secretary (CPS) with over 35 years’ experience in that field.  Before joining the Casino Gaming Commission in May 2022, she worked at the COK Co-operative Credit Union for eighteen years where she was awarded the prestigious Torch Bearer Award five times.

Mrs. Patrick-Tucker is an excellent, service-oriented team player who demonstrates a strong work ethic and commitment to getting the job done.  Her hobbies include baking, reading a great novel (Sydney Sheldon or James Patterson) or bingeing on Law and Order.

Deanna Sanderson

Biography

Deanna Sanderson is a dynamic and accomplished professional with a passion for excellence, meticulous attention to detail and strong organizational skills. She holds a Bachelors Degree in Accounting and has 6 years of experience in the commercial sector, and is passionate about swimming and singing, and work-life integration.
