Cleveland Allen is an accomplished Attorney-at-Law, admitted to practice in both Jamaica and Barbados, with specialized expertise in regulatory governance, commercial law, and gaming law. As Chief Executive Officer of the Casino Gaming Commission (CGC), he is responsible for leading the development and regulatory oversight of Jamaica’s casino gaming sector, with a focus on promoting compliance, transparency, and sustainable industry growth.
Mr. Allen has held several senior positions within Jamaica’s regulatory landscape, including Legal Officer and Commission Secretary at the CGC and Senior Legal Officer at the Betting, Gaming and Lotteries Commission. His extensive experience in legal affairs, institutional policy development, and public sector administration has been instrumental in shaping Jamaica’s evolving casino gaming regulatory framework.
In addition to his role at the CGC, Mr. Allen has served since 2021 as Chairman of the Board of Directors for SCJ Holdings Limited, where he provides strategic governance and oversight in support of the company’s national mandate for land development and agricultural enterprise. He is also a member of the Board of Trustees of the International Association of Gaming Regulators (IAGR), where he collaborates with global peers to advance best practices and innovation in gaming regulation.

Senior Director, Legal Services & Corporate Secretariat
Anna Harry is a Legal and Governance Strategist who has practised law in Jamaica for over 15 years. She is passionate about leveraging governance as an enabler of strategy and sustainability in both the public and private sectors.
Having attended the Hampton School, she obtained a Bachelor of Laws degree (First Class Honours) from the Faculty of Law of the University of the West Indies, and the Certificate of Legal Education from the Normal Manley Law School. Her areas of practice have spanned intellectual property, family law, personal injury and fatal accident litigation, and corporate and commercial law.
She is also a graduate of the UK’s Chartered Governance Institute and has in recent years directed her passion for corporate governance in support of the work of the Corporate Governance Committee of the Private Sector Organisation of Jamaica (PSOJ), serving as a seminal member of the sub-Committee responsible for revising and launching the Jamaica Corporate Governance Code, 2021. Ms. Harry is also a member of the Jamaica Bar Association.
Damion McKenzie is a seasoned professional with a robust background in investigations, compliance, and risk management. He leverages his diverse experience in Anti-Money Laundering (AML) investigations, background checks, and operational compliance to lead the efforts in maintaining regulatory standards across the gaming industry.
With over six years of experience in the gaming industry, Damion’s keen strategic thinking, coupled with his extensive training in investigative techniques, allows him to implement effective measures that enhance both enforcement and organizational efficiency.
Damion holds a Bachelor of Business Administration from the University of Technology, Jamaica, and a Bachelor of Laws from the University of London. His academic foundation, paired with certification such as Certified Anti-Money Laundering Specialist (CAMS), equips him with the technical knowledge required to oversee the regulation and supervision of the gaming industry and ensure compliance with both local and international standards.
Damion’s previous role as an Investigator with Jamaica’s Betting, Gaming & Lotteries Commission, allowed him to hone his skills in conducting enhanced due diligence, intelligence gathering, and joint collaborations with key enforcement agencies which has led to considerable reduction in illegitimate gaming activities and improved the compliance landscape.
Damion has been previously employed in the Shipping and Transportation Industry both locally and internationally, which further refines his approach to working within globalized industries.

Senior Director, Licensing Registration & Compliance
Chad Bodden is a seasoned expert in financial law, regulatory compliance, and structured finance, with over 20 years of experience driving integrity and risk management across global financial institutions. Holding a Master’s in Global Banking & Finance, a Bachelor of Laws (LL.B Hons), and CAMS certification, Chad offers a unique blend of legal insight, policy expertise, and operational leadership—skills that directly support the Casino Gaming Commission’s mission to ensure transparency, accountability, and regulatory excellence in the gaming sector.
Chad has led high-impact roles at the Cayman Islands Monetary Authority, Maples FS, Vistra, and IQ-EQ, where he managed AML/CFT frameworks, conducted multi-license audits, and advised on complex capital structures. His work with top-tier firms like Goldman Sachs and Merrill Lynch demonstrates his ability to navigate high-stakes regulatory environments and enforce robust compliance standards.
As a non-executive director and AMLCO/MLRO across multiple investment vehicles, Chad has provided strategic oversight on hedge funds, note programs, and infrastructure deals. His legal advisory roles have supported foreign investors, hedge fund founders, and banking license applicants—ensuring regulatory alignment and risk mitigation at every stage.

Director, Human Resource & Administration
Shainee Myles serves as the Director of Human Resource Management and Administration where she provides strategic leadership for the Commission’s human capital, administrative services, facilities management and organisational development.
With over 15 years of progressive experience in human resource management, administration, employee engagement and organisational transformation initiatives across various regulated and multinational environments. She plays a key role in strengthening the Commission’s people, culture and systems to support regulatory excellence and institutional sustainability. Ms. Myles is recognised for her commitment to ethical governance, continuous improvement and building engaged, capable teams that deliver value.
Ms. Myles holds a BSc in Business and is also an Agile Scrum Master Certified (SMC) and PROSCI Certified in Change Management. She serves as a Justice of the Peace reflecting her commitment to public service, integrity and national development.
Jeria Levy is a results-driven IT Strategic Advisor with over a decade of experience leading transformative technology initiatives across public and private sectors. He has successfully overseen ICT operations and delivered strategic quality assurance consultancy for a global educational institution, aligning technology with business goals to drive innovation, resilience, and sustainable growth.
Before joining the Casino Gaming Commission, Jeria contributed to key industries including logistics and finance. At Kingston Freeport Terminal Limited (KFTL), he optimized mission-critical IT systems supporting Jamaica’s largest container terminal, enhancing performance and security across Caribbean logistics operations. At Cornerstone Trust and Merchant Bank (CTMB) and Cornerstone United Holdings Jamaica Limited, he modernized core banking infrastructure and digital platforms advancing scalability and customer-centric innovation. His core expertise includes cybersecurity governance, cloud migration, AI-driven reporting, and enterprise risk management.
Jeria holds a BSc in Information Technology from University of the West Indies, UWI Mona, a Postgraduate Certificate in Computer Information Science from Northern Caribbean University NCU and is currently pursuing an MBA to deepen his leadership at the intersection of business and technology. Guided by his personal mantra -never stop trying – Jeria embodies a philosophy of persistent, ant-like tenacity. He approaches every challenge with unwavering focus and resilience, tackling complex problems step by step.
Vivia Levy-Richards is a fellow of the Association of Chartered Certified Accountants (ACCA) UK and the Institute of Chartered Accountants of Jamaica (ICAJ). She is also a graduate of the University of South Wales, having obtained a Master of Business Administration degree from that institution.
Mrs. Richards has over 15 years’ experience in various accounting roles involving financial accounting, and internal and external audits. She has served in both the public and private sectors at senior and managerial levels.
