Robert C. Collie Mr. Robert C. Collie, JP - Commissioner

Mr. R.C. Collie is an attorney-at-law and Justice of the peace with over 10 years’ experience at the Jamaica Bar.

Work Life: He is presently Managing Partner of the law firm he founded - Robert Collie & Associates, Attorneys-at-Law. Prior to that, he worked as the Senior Associate at Myers, Fletcher and Gordon, Attorneys-at-Law and as Director of Legal and Enforcement, at the National Environment and Planning Agency (NEPA). He also tutors the Probate Practice and Procedure course at the Norman Manley Law School.

His level of expertise in law spans the areas of; Environment, Planning, Real Estate, Probate, Commercial, Civil and Criminal Litigation, Labour, Intellectual Property, Competition and Family laws.

Affiliation: Mr. Collie currently holds directorships on the following boards; The Child Development Agency’s Adoption Board, Pre-University School Limited, Impossible Services Limited and Chrysalis Developers Limited. He is currently a Commissioner to the following Commissions; Fair Trading Commission and the Land Divestment Advisory Committee. He is a Former Director of the Jamaica Foundation for Lifelong Learning, Jamaica Information Service, Jamaica 4-H Clubs, Jamaica Intellectual Property Office. He has also served as Corporate Secretary for: the Natural Resources Conservation Authority and the Town and Country Planning Authority. Robert is a member of the Jamaican Bar Association and Liguanea Club.

Education: Mr. Collie is a graduate of the University of the West Indies where he completed his LLB and was awarded, Upper Second Class Honours. He received his Certificate of Legal Education from Norman Manley Law School. He is a former Jamaica Scholar.

Howard Hamilton, CD, JP Mr. Howard L. Hamilton CD, JP - Commissioner

Mr. H. L. Hamilton is an accomplished, decisive and knowledgeable marketing executive with over 34 years’ experience in the petroleum industry.

Work Life: He is presently the Company Chairman for of the Board of Directors for AXIA. Mr. Hamilton expertise in the Petroleum industry began in 1961, where he worked with Shell Company West Indies Limited as a Chemical Analyst. His level of expertise led to him becoming the Chemical Sales Manager and later General Manager.

Under his stewardship, Shell became the leading petroleum company in the Caribbean. He also had managerial responsibility for Puerto Rico, Dominican Republic and Haiti. He spearheaded the introduction of unleaded gasoline to the Jamaican market in 1990.

Mr. Hamilton continues to serve the country passionately in the areas of business development, sports and agriculture. For his overall contribution to Jamaica’s economic development and his astute business ideas, Mr. Hamilton has been appropriately rewarded by his country with the Order of Distinction, Commander Class.

Affiliation: Mr. Hamilton has held director positions on the following boards; Jamaica Chambers of Commerce, Comfort Hall Farms Limited and Sports Development Foundation. He also served as Board Chairman for the following boards; Jamaica Savings and Loans Building Society, Astrom Building Systems Limited, National Sugar Limited, National Rums Limited, Metropolitan Management Transport Holdings Limited and Thoroughbred Owners & Breeders Association. More recently, he has been appointed the Executive Chairman of Petcom.

Education: Mr. Hamilton attended Wolmer’s Boys’ School; before completing his BSc. (Hons.) at the University of the West Indies.

Ian Murray Mr. Ian E. Murray - Commissioner

Mr. I.E. Murray is an astute business man with knowledge and expertise in the areas of finance and operations, marketing, investment management and venture capital financing. He previously worked in the financial sector and has a career which spans over 24 years in his field.

Work Life: Mr. Murray is currently the managing director and co-founder for Sanitary Removal Limited and he is responsible for the overall management of the company, while spearheading its market research and business development. He previously worked at Caribbean Trust Merchant Bank and George and Brandy Merchant Bank.

Affiliation: Mr. Murray has offered his expertise to the Government of Jamaica whereby he has served on the boards of Fiscal Services Limited, Universal Access Fund Limited and Rural Agricultural Development Authority. He was also a member of the Senate and is affiliated with the Lion’s Club of Downtown, Kingston.

Education: Mr. Murray attained his B.A. in Economics and Political Science from Brandeis University, Waltham, Massachusetts.

Marigold Naar Mrs. Marigold Naar - Commissioner

Mrs. M. Naar is an accomplished and influential insurance executive with over 15 years’ experience in sales.

Work Life: She is currently a Senior Insurance Account Executive at Caribbean Assurance Brokers, where she manages one of the largest employee benefits insurance portfolio in Jamaica. Prior to joining Caribbean Assurance Brokers Limited, she worked with two other Broking Houses in the Insurance Industry where she excelled in her areas of expertise.

She started her Career at Moore’s Business Form Caribbean Limited and was top sales executive for many years. She also had the honour of being named in the top 10 Moore Achievement Club Awards. Her expertise also saw her being the proud re-designer of the Jamaica’s Government Immigration card.

Affiliation: She is a member of the American Women’s Group, Sales and Marketing Executives of Jamaica and a member of the Jamaica Computer Society. She is currently a commissioner on the Overseas Examinations commission where she is the head of the Finance and Human Resource Committee.

Education: Mrs. Naar attained her B.A. in Sociology and Psychology from York University in Canada. She also completed professional studies in Public Relations, Health and life Insurance Certification as well as Ordinary Life Long Term Insurance.

Robert Russell Mr. Robert Russell, JP - Commissioner

Mr. Robert Russell is a consummate businessman whose business ventures are as wide as they are varied. Although born in Kingston he has lived and operated businesses in Ocho Rios, Mandeville and Montego Bay.

Work Life:  His crowning achievement is the staging of the internationally popular, premier Jamaican reggae stage show “Reggae Sumfest” held annually in the month of July in Montego Bay. No doubt the experience gained as a partner in the Jamaica Jazz and Blues Festival has had a positive impact on his skill as a promoter.

He has been associated with the hotel and entertainment industry for over forty years in many and varied forms. His entrepreneurial ventures cover the construction industry, restaurant and catering industry, most notably proprietorship of popular Pier One restaurant in Montego Bay. He has been a hotelier, having been part owner of “Little Madness” hotel in Ocho Rios. He has been involved in the film industry in the position of Assistant Director of Perry Henzell’s movie “The Harder They Come”. He was also Line Producer on Perry Henzell's second movie "No Place like Home".

Other former associations and business ventures include President of the Manchester Chamber of Commerce , operation of The Feeding Tree Restaurant, The Tunnell Ten Disco, The Den Jerk Center and the Canteen at Alcan's Kirkvine bauxite plant, Chairman of the Montego Bay's UDC'S advisory board and the Montego Bay Convention Centre . He is a former member of the board of the Urban Development Corporation and the Jamaica Pegasus Hotel and he has served as Chairman of TPDCo. Currently he is Chairman of Summerfield Productions Ltd and deputy Chairman of Downsound Entertainment Ltd.

Affiliation: Currently he is Chairman of Reggae Sumfest.

Education: Mr. Russell is an old boy of both Calabar High School and St Georges College.
